Duties & Responsibilities:
The Incumbent is required provide financial services to the Mercy Corps office in Lashkargah. The incumbent is required to check the invoices, prepare vouchers and disburse cash to customers based on approved vouchers. The incumbent is required post the paid vouchers in the journal and send all the financial documents and journal to the finance department.
Specific Administrative Responsibilities:
- Check all invoices for its accuracy, calculations and availability of funds and prepare payment vouchers for all financial transactions.
- Check and review the supporting documents for all financial transactions and ensure that sufficient documents to support the transactions are available.
- Ensure that all financial transactions are coded properly according to the approved budget.
- Record transactions in the cash journal on daily basis and report the cash balance to his supervisor. Ensure that codes indicated in vouchers are reflected in the journal.
- Maintain ledgers and record of all advances
- Ensure proper filling of the finance documents.
- Prepare training plan for self development and improve self identified weaknesses
- Participate finance workshops and upgrade his/her skills and abilities
- Payment performance or conducting of cash payment.
- Safe responsibilities (conducting of cashier and paymaster dutie.
- Support and help Finance officer in all his daily finance works.
- Responsible to finance officer for all his finance duties.
Qualifications required:
Degree in a relevant business field is desired. Minimum high school education or
equivalent. Attentiveness to detail. Good recording capabilities. 2-3 years of experience in large scale Finance operation; Strong organizational skills; ability to interact effectively with international and national personnel. Excellent oral and written English skills. High computer skills on MS Office programs. A demonstrated ability to multi-task and process information into action as to not delay program activities. A clear understanding of procurement, logistic and financial policies and donor compliance is essential. A willingness to travel to other MC offices for business.

Background:
ICMA is seeking to hire an IT Specialist (ITS) for the USAID funded Afghanistan Municipal Strengthening Program (AMSP). The focus of this program is to strengthen the functional capacity of Municipal level government in selected provincial capital cities and thereby improve citizen satisfaction with Municipal level government. ICMA was awarded the AMSP contract under a Cooperative Agreement with USAID that commenced on May 1, 2007. This agreement runs until November 10, 2010. As the AMSP implementing partner, ICMA\\\‘s \\\“client\\\” is the mayor, his/her staff, and other municipal level public officials in the selected provincial capital cities. AMSP served six provincial capital cities during the first project-year. As the third-year begins, AMSP is being expanded to serve 11 provincial capital cities.
Duties & Responsibilities:
- Establish and maintain LAN in ICMA Afghanistan and ensure its proper and effective use. Ensure the maximum use of the shared recourses on LAN. To make sure the system is redundant and fault tolerant.
- Develop policies and procedures to reduce illegitimate use of ICMA computers and Telecommunications equipments. Recommend tools to purchase to monitor the misuse of Internet.
- Evaluate the needs of all Provincial Offices and ensure that the minimum required equipments are available in each office.
- Ensure that all offices are in continuous contacts through email, radio and/or telephone.
- Ensure that all Telecommunications equipment is functional and that it is used effectively.
- Ensure the on-time configuration and installation of any new equipment.
- To ensure the proper working of ICMA LAN/WAN including VSAT. To ensure the ICMA wireless links are functional and secured (WPA with AES or TKIP encryption).
- Develop system and procedures to ensure timely repair/maintenance of the IT & Telecommunications equipment.
- Ensure all computers and computing devices have a virus software package installed and virus signature database is updated weekly.
- Develop emergency response policy and procedures for virus outbreaks and zero day attacks.
- Develop IT related \\\“cheat-sheets\\\” for all ICMA staff so they can better use all the available softwares as per their needs.
- Keeps an inventory of all IT & Telecommunications equipment reflecting the type of equipment, user name, USAID number, serial number, location, status, and any other relevant information required. Inventory must be checked one per month for accuracy.
- Ensures that all software is legally licensed
- Helps Sr. Management plan and budget strategic direction of the information technology group
- Assist ICMA in allocation of computers and related accessories to make sure the ICMA staff is receiving the equipment in good working condition and the specifications are in accordance with the job descriptions.
- Assist security section for the use and installation of any IT and communications related equipment such as VHF/UHF Radios, GPS transponders, antennas, etc.
- Be in contact with management and seek professional and technical training for staff members.
- Facilitate timely communication among all ICMA Afghanistan’s Provincial Offices using the facility of internet, emails and network.
- Responsible for installing and operating multi-site Video Teleconference System (VTC).
Qualifications required:
- Diploma or Bachelor in Computer Sciences.
- Three years experience in the field of IT.
- A+ Hardware, MOS (Microsoft Office Specialist)
- MCP (Microsoft Certified Professional), MCSE (Microsoft Certified System Engineer) and CCNA (Cisco Certified Network Associate )is preferred
- Desktop Applications & Some Hardware Fixing.
- Ability to work under pressure with endurance
- Fluency in both written and oral English, Dari and Pashto.
